Legislation

Representative Government Anyone?

The Gateway Parrot Club, as a rule, doesn't take positions on political issues.  We offer this information to help you keep in touch with legislative initiatives in our area, Missouri/Illinois, and other areas that may have effect here in the future.

We stand by our Mission Statement, which means we do not discourage responsible keeping and breeding of birds.  At the same time, we support rehabilitation and rescue organizations in their effort to create a more humane world for our feathered friends; exotic and domestic, in the wild and in captivity.

Unfortunately it seems some legislators promote bills they either haven't read, don't understand, or haven't given thought to the bill's practical consequences.  Ouch!  Yes, its true.  Remember, its not what your representative thinks the bill means, it is what the language of the bill actually says...  Our representatives need our help.  Fortunately there is an active community of avian people tracking animal-related legislation.  As new things come up, we will post a topic here and offer some links to help you evaluate the issue.

If you feel moved to comment on anything here, the link at the bottom of the page will help you find your Representative or Senator.

February 2011 - Seven Guppies sends you to jail...

Illinois HB1166, sponsored by Patrick Verschoore, defines a hoarder as one who keeps seven (7) companion animals.       This proposed bill modifies two existing statutes, 510 ILCS 5/3 and 510 ILCS 70/2.10.  None of these defines a "Companion Animal" but the term is defined in the Humane Care for Animals Act, as "an animal commonly considered to be, or to be used as, a pet."
